disconnect prompt not appearing anymore

disconnect prompt not appearing anymore

When I used to close my web browser or e-mail i would be
issued with a pop up window asking me if i would like to
disconnect. For no apparent reason this has stopped
appearing. Any idea how I can get it back.
I am using xp home with IE 6 and outlook express.
