Default Saving mouse settings

Is there a way to save my mouse settings so I don't have to reset them every
time I turn my computer on? Specifically, under Mouse in Control Panel,
switching my primary and secondary buttons. I had it working, but then I
reloaded my mouse software, and now I have to reset my options each time.

Give this a try:

Go to mouse settings, change to anything other than you want.
Do the Save or is it an OK.
Close the Mouse settings app.

Now open ;the Mouse settings app, change it to your wishes, do a Save (OK)

See if the glue sticks. (the settings stay)

That didn't help. I did as you suggested, restarting the computer after
each change. I still had to go in to Mouse and reset the buttons.

You could try an updated mouse driver from Microsoft:
