Default XP Shutdown fails to turn off computer

Hi
Have a fairly aged computer which we have just upgraded to Win XP Pro.

All is fine except that when we shutdown, windows shuts down but leaves
computer on with a message to turn off manually.

This is odd as over the years with Win 98 & ME it has always shut down &
turned off without fail.

Any ideas please?

Old Tiny with Micro Star Motherboard, Intel 440/100FSB chip
BIOS American Megatrends 0715 10/01/98
320 MB Ram

To turn off the computer

a.. Click Start, click Shut Down, and then, in the drop-down list, click
Shut down.
This action shuts down Windows so that you can safely turn off the
computer power.
Many computers turn the power off automatically.

SUMMARY
If you enable PowerDownAfterShutdown as described in the Microsoft Windows
