It's an UMRA geek code. For the general principle of geek codes, see
https://en.wikipedia.org/wiki/Geek_Code; however, various special
interest groups have their own variants. For the UMRA one, see
http://bit.ly/28Naq0k (which I think hasn't been revised for years).

That's the first line of my .sig (and the subject matter will totally
puzzle most non-UK folk!); obviously (I hope), the rest is chosen at
random (changed at 42 minutes past each hour) from a file of
humourous/pithy/thought-provoking quotes (which I maintain with an
ancient editor with a maximum size of just below 64K; I could use a
larger-capable editor, but having to [usually] remove something when I
add a new quote keeps it fresh-ish).
