DOS has "type filename.txt" but I have a log file I want to tail.

Does Win7 have a native tail command?

The closest to native I could find, would be SUA subsystem
on Win7 Ultimate.

Those are what I would normally use for home projects.

Win10 has sometime similar, in offering a "bash shell",
which would have "tail". Again, virtually anyone I
mention that to, pans it, and the product positioning
is a problem. Nobody wants to touch it because of
its oddball position in the ecosystems.
