Default Faxing

I need to dial a number for long distance and
international faxes; I have currently a DSL conecction
and my PC also have a modem; how I can set the rules?
All my tries have had an anwer: NOT DIAL TONE.
I'll appreciate your help.

This doesn't sound like a rules problem. It sounds like you haven't even
installed and configured fax correctly.
First, it is necessary that you have an analog fax modem compatible with
Windows XP Fax (see the Windows XP Hardware Compatibility List) and an
analog phone line. Do you?
