multiple user accounts - program access

Hi. I am wondering if I have a flaw in my basic thinking in
the way XP Pro works. I thought that as an administrator I
could install programs for the limited users to use freely
but that I could stop the limited users from installing
(but not downloading) anything. I think that this should
work (but it doesn't):

My system came with one account created called 'cust'.
It is set up as an admin acct and seems to have more
capabilities than any admin acct that I create.

I have set up 3 limited user accts (AAA, BBB, and CCC).
Under the 'cust' acct I downloaded and installed the
program KaZaA to silence the complaints from AAA, BBB and
CCC. I moved the invoking icon to 'C:\Documents and
Settings\All Users\Start Menu' so everybody can access it.

As everybody wanted/demanded their own place to store
their music in I set KaZaA's tools/options/traffic 'folder
for downloaded files' to 'C:\Documents and Settings\****
\My Music\KaZaA' with **** set to the particular user's
name. This was done after logging into each acct.

Now when invoking KaZaA in any of the accts except 'cust' I
get an error (Unable to open c:\Program Files\Kazaa\Db\
data1024.dbb). Clicking OK on the error and proceeding the
user can download music but when the download is complete
a 'failed' status is displayed. The song has downloaded to
the hard drive and is playable from the 'cust' acct. Also
the user cannot use the internal music player at all.
However, the music playrer works fine for 'cust'.

Shedding any light on this will be greatly appreciated (and
it will get me out of hot water with my kids).

Limited accounts cannot access the Program Files folder. You can either
move the referenced file out of Program Files (using an option in Kazaa,
if available) or you can grant users "change" permission on that file or
folder, using the security tab or the cacls.exe command line utility.
