Default "A pop up window was blocked"

I was in the below web link....Internet Explorer 6
http://www.panasonic.com/support/contact_us.asp
and chose something from the drop down options for "For consumer products,
please select your category:"
I then hit "Enter" on the keyboard and the next page did not load but in the
lower left hand corner of the task bar I received this message...Internet
Explorer
"A pop up window was blocked"

I had all utility third party ad blockers and pop up blockers turned off.

Could someone assist me in diagnosing this issue?

P.S. If I need to change any IE security settings exactly what steps do I
follow?

Make you sure you do the same for the Windows Pop-up blocker.
Although a bit far-fetched, my graphics card blocks pop-ups (NVidia
GeForce). The best part of it was - the only pop-up it ever blocked was the
one for my ISP's e-mail service!
You might have a graphics card that does the same.

I am using XP Home with IE6 with SP1
I am not aware of IE security settings that controls Windows Pop-up blocker.
Can you further assist?

I think it is only available with SP2, but anyway, check if this exists:
Go to Internet properties (Tools Internet Options), then clcik the Privacy
tab. Under the privacy setting slider is the pop-up blocker.

Also, do you have any 3rd party Internet security programs (firewalls,
anti-virus, etc.) Try seeing if they have any options for blocking pop-ups.
