Default "msudater.exe" legitimate?

Is a program called 'msupdate.exe" a legitimate microsoft
program? It appears on the Start configuration menu.

It appears to hijack my isp connection and send data out.
Should I delete it or is it critical to XP?

Sometimes,when you remove malware it will stop your TCP/IP
