Default NEED To start system restore

I can not turn off restore.
I got a pop up mssg "System Restore encountered an error
trying to enable/disable one or more drives. Please
restart your machine and try again" I did with the same
results.
Do you know which drive(s) run System Restore?
Or what should I do next?

Try R.clicking my computer,properties,turn off restore.
Then go to run,type:cmd
At the curser type:Sfc /Scannow
When the graph starts,install xp cd,exit the info page.
When the graph is thru,remove cd,type:CHKDSK C: /F
Agree to restart,then type:EXIT Restart computer,on

desk
top,re-open system properties,turn on restore,exit prop.
then start,access,tools,open restore,create a restore
point.

The initialization
process fails.The data I get in the event viewer log is:
"The system restore filter encountered the unexpected
error '0xC0000022' while processing the

file 'ntuser.ini'
on the volume "Harddisk Volume 1' It has stopped
monitoring the volume."
I believe a previous 'kazaa desktop' uninstall erased
some of the 'dll'
files for the System Restore.
How can I find the files I am missing if any?
To enable the System Restore Application?
Can someone help?

"Harddisk Volume 1' has the problem. Your second,
perhaps D: drive, is Volume 1. Volume 0 drive is
probably C:.
