Non-functioning shortcut keys

The global shortcut keys have ceased functioning. Those
are the keys that are set up in "Properties" from the
right-click drop-down menue. (The method that I use to
launch programs) The other kind of keyboard shortcuts
still work (Ctrl + A for "Select all")

I can't point to any event that occurred when the shortcut
keys stopped functioning.

How can I reinstate this functionality?
