But one can use a third-party program to modify the registry. this =
restriction applies only for standard Regedit.exe

Ensure that the users you want to restrict are members of the
Users group. Members of the Users group cannot modify
computer-wide registry settings such as those stored in
HKEY_LOCAL_MACHINE. They are limited to modifying
HKEY_CURRENT_USER.
