When one plays a video file in Windows Media Player, is the video file always
cached in memory so that when the file is played a second time, the file comes from the cache instead of the hard drive?

They all do this as far as I can tell. You can pause the player and wait for the file to download if your connection isn't fast enough. The Flash player shows you how much is downloaded.
