There are many Start folders...many Start-up folders..all within various
folders such as administrator, user, all users, and guest.

HOW CAN I ENSURE A PARTICULAR PROGRAM STARTS EVERY TIME I REBOOT WINDOWS?

Put it in the All Users Startup folder. This will cause it to start for,
go figure, all users.
