Thanks for any insights and/or educational tips

For me what made the icon disappear was an update to the Windows Update
client. REMOVING that update fixed the problem. I have since decided NOT
to install any further updates to the Windows Update client. Try
removing one of the following (I suspect each of these replace the
previous one, so you should have only 1):

KB3065987 Windows Update Client for Windows July 2015
KB3075851 Windows Update Client for Windows August 2015
KB3083324 Windows Update Client for Windows September 2015
KB3083710 Windows Update Client for Windows October 2015

Best Regards,

I looked at the Oct one and it was marked as Optional. The one is Sept is still
there and it was marked as Important. So, it appears the latest is not
replacing the previous one?

Anyway, uninstall these patches - especially the first - and you
should be good. Note there will probably be a new patch this November
(if they haven't released it yet already).

KB3065987 Windows Update Client for Windows July 2015
KB3075851 Windows Update Client for Windows August 2015
KB3083324 Windows Update Client for Windows September 2015
KB3083710 Windows Update Client for Windows October 2015

Probably useless. All the above are minor and partial updates to the
Windows Update client engine. When the next major WU Cient Engine is
deployed (not by KB but by automatic install without user intervention
per the EULA and like the past 12 yrs) all the above removals will no
longer be relevant.

While in the long run its utility may be in doubt - Microsoft very
much wants to be in control of the OS, standardizing everyone as much
as they can on one and only one version so as to ease support once
they finally jump to software-as-a-service - at the current time it is
not useless. Remove those updates (and "hide" them to make sure they
don't get reinstalled) and the update badge comes back.

And while MS maintains the "right" to update the client invisibly,
I've never actually seen them do it. Their updates have always been
optional. The only exception is when I went to the WU site using
Internet Explorer and it would update the plugin automatically, but
even there it gave a message informing me that it was doing so.

The auto-updating of the Windows Update 'Agent' engine (not Client)
doesn't happen often, sometimes once or twice a year. For Win7 and 8,
iirc there have been 5 in the last two years combined though one of the
8's was bundled with the 8.1 Update. The most recent for both 7 and 8x
was July 2015.

The Agent Update doesn't depend on accessing the WU site via IE. As
long as WU is enabled 'on' in any mode (automatic or notify) the WU
Agent will be installed automatically. Once complete, it may or may not
prompt for a restart. Another observation and consistent with Agent
updates is that Windows Update won't perform any task until the Agent is
replaced with the required version.

Best Regards,

One can avoid the Windows Update Client updates since they are deployed
via WU. What can not be avoided are Windows Update Agent updates -
deployed and installed automatically if WU is set to automatic or notify.
- One can prevent the partial client updates but only until and
eventually an Agent update occurs. The Client KB's then become past
tense and any effort to hide them no longer applicable.

None of those 2 are INSTALLED. So the supposedly buggy one is August.
You have to go to control panel, in Programs and Features, click on View
Installed Updates on the left, and type KB3075851 (or KB3065987) in the
search gadget on the top right. Uninstall that one, reboot, then wait
some time, see if the icon reappears.

I have nothing against WU updates, and I will install one the day that
the update description says "Fixed a problem where the WU icon
disappears". In the meantime I just hide them.

Best Regards.
