Default Advice for text luminosity/desaturation appearance on LCD

I have applied the recent Cleartype text adjustment utility from
Microsoft and it has made a different on vertical letters (eg. l, t,
k,b) but there still is a washed out appearance on some capital letters
whether I use navy blue or black on off white. Its a light maroon
appearance-(washed out black or washed out blue). This feature shows up
whether its plain text in a text editor or rtf in the e-mail. It is not
a consistent feature on web sites.
This is on a Samsung syincmaster 915N. The gamma and colour has been
double and triple checked. The brightness and contrast is down to 3/4 of
maximum. The sharpness was turned down since images were displaying too
much contrast on edges. This washed out text has been present from the
very first day before any adjustments were done.
The Nvidia Geforce 4Mx 4000 drivers were updated to the 77.77 (the 8
level is causing difficulties in the Paint Shop Pro image editing
software)
That's the background.
My concern is if this little oddity (which is also a little
irritating)is displayed in the text letters will it be affecting the
images that I convert from Raw to an image software and therefore I over
correct or whatever.
The vendor has looked at the monitor on this issue and hasn't heard of
it before and contacting Samsung resulted in them redirecting me back to
the Vendor/repair source.

I am not sure how to formulate the question for this text letter
appearance in order to do a web search or inquire at another service
center.
If I do a search is it 'desaturated text' or 'luminosity on individual
letters'?
RoseW (now as I typed the capital R it has a red/maroon glow along the
vertical edge but less so on the curve and down stroke)
