Default Local Sstem does not permit you...

I'm using my administrator account...

I've tried to repair it using Win XP Home Ed. CD and it
comes back again with the same problem. I've searched the
solution from Windows site... and try to remotely connect
to my computer using the Net use command, and still unable
to connect.

I just recently update my Xp Home Ed from Windows update
(the latest security update this month) and update my ATI
driver from Windows update also. After installing the
update, it requires to restart...and the problem came
up..I can't log on to Windows....Would that be the cause??\

Default Local Sstem does not permit you...

If you cannot access the computer via a LAN connection to make the =
necessary Registry corrections, you are probably faced with doing a =
paralell install (new install) so that you can recover your data. A =
repair install will not correct your issue, since it will not overwrite =
the incorrect entries in the Registry.

The only other possibility that comes to mind is booting the machine =
from the XP CD and entering Recovery Console. If you can do that, you =
may be able to Rename or Delete the SECURITY file in the =
Windows\System32\config folder.

Warning: This could make your situation worse, so I would rename it, =
rather than delete it. The machine may not even boot, with this file =
renamed or deleted. Note: there are two SECURITY files. One with no =
extension (the one you're concerned with) and the SECURITY.LOG file.

I try to rename the security file (the one with no
extension) and it did came back again with the log on
screen (the same problem). When I typed user
as "Administrator" and press Enter (blank password), a
message I received was " Unable to log you on because of
an account restriction". I remembered when I got into the
Recovery Console, Windows ask the administrator password,
when I typed my admin psswd (the psswd before the problem
occured), it returns invalid, then I just pressed enter
(without typing anything) it returns valid and I can log
to c: drive. I'm just thinking of changing (renaming or
deleting) the SAM file, would that solve the problem?

You gotta use Safe Mode to log on as Administrator.
To enter Safe Mode:
1. Reboot
2. After POST, (maybe the one beep, maybe not) tap F8
repeatedly.
3. From the menu, choose "Windows XP Home Edition" and
choose "Safe Mode" from the next menu.

Default Local Sstem does not permit you...

The SAM file stores your logon passwords. I'm fairly sure that the =
SECURITY file is where the settings that control who can/cannot logon =
interactively are stored.

And as techguru pointed out, you can only log into the Administrator =
account in Safe Mode, for XP Home.
