Default Local Group Policies XP Pro

I'm trying to set policies for different users on a standalone machine. Whatever I set seems to apply to all users including administrator. How do I tell it to only apply to specific users?

The easiest way is to use Doug Knox's Security Console. An alternative is to
use Microsoft's SteadyState.
