Default "Always use the selected program to open this kind of file"

Assume I'm looking at the general tab of a file's properties dialog box. I
click the change button of the Opens with: option. In the resulting dialog
box there is a check box under the list of programs which says "Always use
the selected program to open this kind of file" This option is always
checked but "dimmed" i.e. unavailable. How can I unchecked it for some case?
My sincerest thanks to anyone who will help me on this.

If you are not going to change the program that is linked with a file
extension, use the "Open With..." option instead.
