cable modem: no data from modem to PC

Default cable modem: no data from modem to PC

Today, I subscribed to Charter for internet access via
cable (modem is Toshiba PCX 2200) Unable to access internet.
Charter support says indications on their end show data
from modem to Charter is flowing OK so problem is from
modem to PC? Charter support had me check various TCP/IP
settings:

Running ipconfig shows no IP address:
IP address 0.0.0.0
Subnet 0.0.0.0

ipconfig /renew
gives error message (missing file).

Going to Network connections window and right-clicking
on Local area network icon and choosing "Repair" gives
error message ("repair failed...").

How do I check to see if the problem is the network card?
CNET PRO200WL PCI Fast Ethernet Adapter). Anything
other things I should try?
