Default size/location of web page on my screen

I am having trouble when I am on a web site and go to a
different place on the same web site, the next window
comes up smaller, and the minimize/enlarge button is off
the page, and if I go to the edge, I can not drag it. It
will not scroll either. Can you help?
Thanks

You don't drag a window by clicking on the edge. You drag a window by
clicking on the top bar of the window and holding down the left mouse button
and dragging it where ever you want. Once you can see the whole window,
stretch it to the size you want with the mouse and click File and then
Close.
