Default XP PRO boots but user login with no networking

When I log in as a user, after successful boot, my adminitrator login and one
of the other user logins will not connect to a network; however, when I log
in with a limited user account that was set up with no password, it will load
and it does have the networking fully functional. One logged in by the
limited user, switching to other password protected users is possible and
they then have networking too.

Not sure where to look for the issue on this one.
