Default New User Unable to access Internet

I just installed XP and created a separate limited account for my kids to use. Problem is that I keep getting "This Page Cannot Be Displayed" error when they go to use IE. What do I need to do to enable web browsing on my kids' account?

The cache is full, in IE, tools, Internet Options, delete files.

Checked. Not it. I can view sites fine on my account just can't view anything on any of my kids' limeted user accounts.
