Doesn't appear to be any mention of 'whitelist' implying or giving the
impression that Safe Senders does anything beyond prevention of
filtering an address and/or a domain to the Junk Mail folder.

It's a misleading function. If the "Senders" *aren't* safe, they shouldn't
be in the Junk Mail folder, either. I would expect any mail reader to
function using the general concepts of most mail readers for the past 20+
years, but YMMV.

But, thanks for the information. I think we'll be dumping outlook.com as a
service.

Unless you run your own mail server you may not find what your looking
for anywhere. Web UI and isp web UI mail systems due to the obvious
increased presence of malware, phishing, hijacking, mass emailing have
adapted to protect their systems and their end users.

Lol...some have suggested Gmail as an alternative.

Gmail is similar - Safe Sender prevents messages from being delivered to
the Gmail Spam folder. Whitelisting prevents labeling messages as Spam
but only available in Google Apps for Work or Education.

approve specific senders based on the email address or domain

Email whitelist - An email whitelist is a list of IP addresses that you
deem are acceptable for sending mail to your domain and should not be

Above sound familiar ? Outlook.com could use the exact same language
without changing anything on its current statement about Safe Senders
preventing delivery to its Junk (aka Spam) folder.

And just like Outlook.com - Gmail is no different that message content
can override its approved senders list

Note: In some cases, "super spammy" messages sent from approved senders
can still be marked as spam and delivered to recipients' Spam folder.

Web UI systems and many isp provided email accounts should not be
compared with their past history or safe sender/whitelisting options in
local email clients. (i.e. mail readers of the last 20 yrs).

I hope you find what you're looking for but Safe/Approved Sender and/or
Whitelisting may not be what you think it should do.
