Default Windows Installer Problem

I am using Windows XP Professional, Build 2600.xpsp2.030422-1633. Then my
Norton SystemWorks 2003 freezes. When I try to re-install the important
features, such as Norton AntiVirus, WINDOWS\System32\ntsd.exe shows me the
following error message:

CommandLine: "C:\WINDOWS\System32\msiexec.exe" /i "E:\nsw.msi"

When I try to install Windows Installer CleanUp Utility,
WINDOWS\System32\ntsd.exe shows me an error message almost identical to that
above.

I go to the official Norton Discussion Groups. I follow the instructions to
uninstall Norton SystemWorks 2003 manually, using the Registry. This causes
the wallpaper on My Desktop (from Windows Themes) to disappear into thin air
(leaving me with a blue screen), and the settings for msconfig (startup
files) are now frozen!!!

I have already re-installed the Operating System: no improvement. I have
already downloaded the latest updates from Microsoft: no improvement. Some
programs run just fine; most programs will start a cycle of Windows Installer
coming on and turning off and coming on and turning off.

Some programs such as Registry First Aid work just fine, some programs such
as Adobe Reader 6.0.2 show the error messages but work just fine, some
programs such as Windows Installer CleanUp Utility show the error messages
and do not work at all, and some programs such as Norton SystemWorks 2003
show the error messages and do not even install.

I have deleted all my TEMP files: no improvement. I ran Ad-aware, Spybot,
and RegCleaner, and disabled ZoneAlarm. WINDOWS\System32\ntsd.exe shows me
the same error message.

I have run Norton Disk Doctor and WinDoctor from the CD: no improvement.
Also, Norton will not install in Safe Mode. I have run chkdsk c: /f: no
improvement.

I have gone to http://www.ravantivirus.com/scan/ but the online scan will
not start. I have gone to http://housecall.trendmicro.com/ but the online
scan will not start. I have downloaded a free 30-day trial version of
PC-cillin, but when I try to install, WINDOWS\System32\ntsd.exe shows me the
following error message:

Default Windows Installer Problem

There are reports that says Norton Utilities and Anti Virus (or
SystemWorks) don't work very well with SP2.
You should not attempt to reinstall it until Norton has released the
fix/update for their product.
As for the Symbolic Debugger, it says that Windows Installer issued a
breakpoint for a debugger to handle.
Bottom line, the NTSD reports what it said to do by Windows Installer.

Any ideas on how to fix this Windows Installer problem?
