Default Windows Firewall

I have tried to turn off my firewall but it won't turn off. I am going
through Controll Panel, Windows Firewall, then clicking the button to turn
off the firewall. But when I try and download songs, it tells me that I am
still behind a firewall.

Any ideas out there?
