Default Recovery Console

I'm running Windows XP SP3. It is worth it to delete SP3 in order to
install the Recovery Console and then to reinstall SP3? I also use Acronis
True Image and I'm trying to decide which would be the best way to go if I
can't get Windows to boot up. Thanks.

You don't have to reinstall your OS to install the recovery console.

Default Recovery Console

You don't really need to install the Recovery Console, if you ever need
to use it you can just start it by booting with the Windows XP CD. If
you really want to install it I would recommend that you create an XP CD
with SP3 slipstreamed (incorporated) into it or try to install the
Recovery Console from the SP3 folder instead of the Windows XP CD.

Basically what is happening is that the SP2 Winnt32.exe version cannot
be run on the newer SP3 installation. See here for details, the article
is for SP2 but the same kind of thing happens with SP3:

I got the error message while trying to install it. As John John suggested,
I'm just going to run it from the CD if I need to. It's way too much trouble
following around with deleting SP3 and creating the SP2 installation folders
and such.

If you do a web search for "Create Bootable USB Drive Recovery Console", you can
download a small package that allows you to install the Recovery Console to a USB
flash-drive and boot from that...
