You can download all build tools from this link:

https://www.visualstudio.com/downloads/#build-tools-for-visual-studio-2017

In particular, you need this link:

https://www.visualstudio.com/thank-you-downloading-visual-studio/?sku=BuildTools&rel=15

After downloading installing it, you can configure VS Code
https://code.visualstudio.com/download (the best Text Editor around)
and compile and run C, C++ and C# programs in command line. You can
also create Asp.Net web sites using these tools. There is no need to
use any third party tools. Microsoft is really generous for making
these tools available free of charge.
