Default WMM encode video at a higher rate

Does anybody know how to endcode video at a higher rate
than than 2.1Mps avaliable. I want around 4Mps. This
comes from analog source

Default WMM encode video at a higher rate

Use the option to constrain the file size. I just tested it and, by moving
the file size constraint upwards I can push it up to as much as 28.7 Mbps.
