Default Outbound Voice Communication Problem

I seem to be having problems with outbound voice in Windows Messenger 4.7.

I've tested with and without XP firewall and both do not work. I got my
friend to test with someone else and it worked fine so I know I'm the
problem. I have no router, straight cable modem. My installation of XP Pro
is pretty fresh. All updates from windows update, Office Pro SP2 and Norton
Antivirus 2003.

As anyone seen this?
