Default unable to install ATI Radeon 9700 tx video driver after reinstalling XP

You need to download all 4 dwnloads from ati, maybe create
a new folder,ATI Downloads.Add all 4,so theyre available,
you can copy to cd also. Then go to device mgr.,uninstall
current display adapter,dont reboot,then 1st open graphic
driver,then the rest at one time.Reboot computer.Theres
a fine line,ATI wont install w/o the card,xp might not
load with, you might need to run xp in safe mode F8 key.
If you get to desktop, the rest is easy.e-mail me if you
need help.

I followed dells instructions and completely reinstalled
Xp. I cannot get my ATI 128Mb Radeon 9700tx w/tv out

and even had dell send me a new video card. dell is
stumped and has not called me back. I get 2 different
error messages. They are..setup failed to run installl:

suggestions would be appreciated.
