Default Local Printer Installs

Hi-

Can anyone tell me if Windows XP Professional will allow a
USER (someone with no eleveated permissions) to install a
locally connected printer?! I understand that the Local
option is grayed out when using the Add Printer Wizard,
however, since Windows XP in Plug-and-Play aware will a
locally connected printer queue automatically get created
when the USER logs in?
