Default Unable To Shut Down Gracefully?

This is a new one with me.

Start | Turn Off Computer | Turn Off has no effect.

Ditto ... Restart.

Ditto Windows Task Manager | Shut Down | Turn Off and ...Restart.

I finally just gave it the equivalent of a three-finger salute by
pressing the box's restart button.

Just a fluke? Or is somebody trying to tell me something?
