The surging is temperature related. The fan in your computer, may be
controlled by hardware that is monitoring the temperature.

If you find the "surging" didn't happen when the computer
was new, but it happens now, then chances are something
has accumulated dust and dirt in it. Examine your computer
case, for any removable filters first, and check for
clogging. If there are no filters, that is not a problem.
But there could be a coating of dust on fans or heatsink
fins or other parts.

Example of a cleanable dust filter, in a desktop computer case.

The clogged heatsink inside a laptop. Dust bunnies galore.
The laptop can get hot inside, when it is clogged. Some
laptops have a removable door or plate, to make cleaning
easier.

What you are hearing is the fan. When you give the cpu work to do, it
works harder, uses more electricity and gets hotter. When it gets
hotter, the fan speeds up to cool it off to keep it from frying itself.
It is normal.
