I've also seen, with my own eyes (at work), an OS designed by
a two man team. So if you want to ask "what's the minimum
number of designers", having two guys is good so they
can toss ideas back and forth. There is one OS which
was designed by a single person, so that's the minimum.

Many computer science graduates, receive enough training
they could probably also repeat this sort of feat. For example,
our kernel guy at work, was a new graduate (a genius).
He was a software guy, that used to check his work with
a logic analyzer (equipped with disassembler). So he
really knew what was going on at the hardware level. He
would have the skill set to do the whole thing himself.
But he probably couldn't make as nice looking a poo emoji
as the Microsoft staff.

I once learned some HTML. I could knock up something legible with
Notepad, as the saying goes. Now it is so complicated I can't be
bothered with it.
