Default Computer freezes when trying to install Active X Controls

Since upgrading from ME to XP I am unable to install Active X Controls. I
get this message in the Information Bar "This site might require Active X
Control. Click here to install. I click this and then am asked to click
"Install Active X Control", then am asked if I want to install this software.
I click "Install" and my computer freezes completely.
