Default Do I need Cortana activated to use Search Windows

I am unable to get the Search Windows on the task bar to accept any
typing. Do I need to have Cortana activated to use this?

No. I have Cortana turned off and I can search my local computer much
as I could with Windows 7. I still prefer Everything search for most
things.

Under SETTINGS, do you have Speech, Inking & Typing set to
"Get to know me" ? That will disable Cortana.

Could not decide between English or French ??


I'm assuming it might have something to do with privacy laws but I don't
know the exact reason.
