Default One Drive Issue

Is it possible to turn on One Drive with local Windows account or is better
to change Windows account to Microsoft account? The question is I wanted to
log Windows without internet and then when I needed One Drive, just turning
it on and off and not having One Drive permanentelly on.

Sorry for my bad english words.

There is no need to change Windows account to Microsoft account to
access your OneDrive ~(I assume you mean to login to Windows!!). I use
it all the time by clicking on the Taskbar. See this pictu

I also work offline most of the time unless, I want some info. I backup
my important files online on OneDrive where I have 1TB disk space
courtesy of Microsoft.
