Default "A duplicate name exists on the network"

When I start my computer, I occasionally get this error.
What exactly does it mean and how can I fix it?

This means that you have two systems on your network with the same computer
name. Each system on a network should have it own unique name. Something
like PCname1, PCname2 and so on. You need to find the other system on your
network and change it's name to something else. You can see you systems name
by going to the control panel and clicking on the system icon and then
clicking on the computer name tab. Where it says full computer name is the
name of your system.

I have had that happen when computer did not shutdown properly. My guess is
that the other computers on the network still thinks the computer is on-line
and thus will not allow "another" computer with the same name.
