RESTART instead of TURN OFF

Allen (MS MVP), thanks for responding to my previous
message. I took your advice and tried what you suggested.
Doesn't work, pc still restarts regardless of changing
the "Automatically Restart" setting in My Computer
Properties.

If I combine this problem with other problems I am having
with my pc, the more I believe I have mainboard issues.

Nothing that throwing out this pc and buying a brand new
up-to-date one won't fix.
