Toolbar? Do you mean task bar? If not, Which tool bar?
You may have accidentally resized it to zero width. Move you cursor down
slowly over the bottom half inch or so of your screen( I'm assuming
the task bar was at the bottom). if the task bar is there you will get a
double ended arrow, Click hold and drag up.

#1 Right Hand Chick screen Properties Display Properties
Background None Desktop color = Black Apply
you shod see the Border of the toolbar on the screen if not it not
Desktop
#2 It's the Monitor Button on the Monitor making toolbar not seeing
time to play with Monitor Button ....
