Default Slow initial response on network resources

I am working on a WinXP SP2 P2P network, with a dedicated peer server, and
running into some performance issues.

The initial click on a network resource is really slow. On the order of a 20
second wait before the contents of the resource are shown. I have looked at
Task Manager/Networking and a file copy hits a reasonable Network
Utilization. Just the initial display of the contents is really slow.

Any thoughts?
