Default How to service's availibility based on IP address?

Sometimes, the server application is not worked properly on client side, I
would like to identify whether the problem is on client side or server side.
does anyone have any suggestions on how to check it?
The application IP is 147.8.36.240, does anyone have any suggestions on how
to check whether the server is down or not based on IP address?
Thanks in advance for any suggestions
