Unless I'm mistaken the Update Assistant is used to migrate to the
latest main version, like 1803. It ignores minor updates that are
available.

Like you have seen the settings/update menu is designed to install Major
OR Minor updates.

another computer's version, updated from a MS link, is 1803

There was a 2018-04 Cumulative Update in settings but not in assistant
... is 2018-04 the same as 1803? There wasn't a 2018-03 in settings

2018-04 would be the Patch Tuesday cumulative update. Those
are monthly numbers.

An Upgrade assistant is changing the release of the OS
(from 16299 to 17134). Once the release changes, Windows
Update re-examines the pending updates and finds there
are none for 17134. The first one for 17134 will show up
on May 8, 2018 and be the first Patch Tuesday opportunity
for the 17134 OS. Usually what happens, is bugs detected
too late after RTM, or perhaps driver files or the like,
a slug of them come out after the Upgrade is released.
So my wild guess would be, if you managed to install 17134
("1803") now, it'll be getting its first patch next week.
And then it will become 17134.xxx and have a higher number
on the end than previously.

*******

I installed the Upgrade on my Win10RLS disk from the ISO9660
file. It's a file type you can feed to a DVD burning program
like Imgburn, and make a bootable media. To do the Upgrade Install
on an existing installation of Windows 10, you *don't* need
a bootable DVD, and you don't even need to burn the DVD.
The ISO9660 file, once downloaded, you can right-click and
select "Mount" and you will see a virtual DVD drive appear
in My Computer storage window. Executing "setup.exe" off the
virtual DVD disc, starts the Upgrade install process.

https://www.tenforums.com/tutorials/...-iso-file.html

So that article shows how to use MediaCreationTool to make
media for another machine. And that gives the materials
for an upgrade install from a DVD version.

The DVD discs come as two items. There is a disc for 32-bit
OSes. There is a disc for 64-bit OSes. There are many
SKUs on the same DVD, so both Home and Pro would be
on the same 64-bit DVD for example. What should not
be on the disc, is an Enterprise or Server edition
(as they come from a different department at Microsoft).

You can check the System control panel, and if it says the
OS is 64-bit, that's how you know. A 32-bit OS, the System
control panel probably doesn't have a notation. And unfortunately,
I don't think the "winver" command includes a field to indicate
"bitness". So you still have to use the legacy System control
panel. In Cortana, you could type "control" to cause the legacy
control panel interface to appear, and you can get to the
System control panel there after switching to "small icons".
But I only need to include this info, if you didn't install
the previous OS yourself, and somebody neglected to tell
you what they did to the machine. 64-bit OSes are generally
more common than 32-bit.

These would be the US English version of the DVD images (ISO9660 files).
I used the first one, to install my Upgrade on the Win10RLS machine.
The second disc will be used to upgrade a Virtual Machine setup
when the time comes.

Control Panel System will indicate 64-bit or 32-bit.

And if you have Speccy installed the first line of delail under
"Operating System" will display either 64-bit or 32-bit.

Sadly, that is correct.

I recently upgraded to 1709, but it has not offered any more so far.

I think you need a newer version of the update assistant in order to get
1803. When I downloaded the assistant very soon after 1803 was let
loose, I got given a second copy of

Windows10Upgrade9252.exe

which I had already downloaded last autumn for 1709, and which said I
was already up to date.

A few minutes later I downloaded again and got given

Windows10Upgrade28084.exe

Which did upgrade me from 1709 to 1803.

So, let me 'test my understanding'.

I'm sitting here with Version 1709, build 16299.371, per winver. I have
been at 1709 for quite a while. View installed update history shows that
the last Cumulative Update I got was

2018-04 Cumulative Update for Windows 10 Version 1709 for x64-based Systems
(KB4093112), Successfully installed on 4/12/2018

I've had other Security Updates for Office, Excel, and Adobe, all also
installed on 4/12/2018.

I check SettingsUpdate & SecurityWindows Update everytime I start my
machine. It has always reported "Your device is up to date. Last checked:
Today, xx:xx AM/PM"

I don't click "Check for updates"; I've always let them come to me. I
don't like to ask for trouble.

Now, it sounds like from what you've experienced, some of us may have
manually update our Update Assistant?

Or, maybe I should just click "Check for updates".

If you're in a big hurry, first check the top level of C: .

Do you have C:\Windows.old folder ?

If so, that prevents 1803 from coming in. The system automatically
deletes C:\Windows.old after ten days. The folder is kept that long,
in case the user wants to "revert" to the previous OS.

You can use cleanmgr.exe to "remove the previous OS", which
deletes the contents of C:\Windows.old, leaving just
the 1709 C:\Windows. Then, when 1803 comes in, 1709 will
end up in C:\Windows.old while 1803 will be in C:\Windows.

When I installed 1803 on my machine using the DVD image,
I cleaned out C:\Windows.old about ten minutes after the
desktop came out. It's just one of my little "ceremonies"
for this stuff. I can do that, because I had a *backup* of
C: from before the upgrade started, and if there was
any sort of problem with the 1803 Upgrade, I'd just
restore from backup.

*******

There are registry settings that can block Upgrades.
(There's probably a GPEdit policy on Pro to block it.)

You can also cause a problem if you Revert an installed
OS, and then the installer logic will refuse (temporarily)
to install a later OS.

And at least some of the registry entries related to
this, are a smoke screen. Don't expect simple single
entries for control.

Sorry, I thought you were wanting 1803 'early'? If so you won't get it
the way you're checking for updates inside settings, you'll need the
newer assistant, if you're happy to wait until it trickles out to you
(might take days, might take months) then you can stay as you are.

Hmm, if only a person could simply create a folder called Windows.old in
order to delay or prevent unwanted updates, but it's probably not that
easy. :-)

There are 7000 software designers working on this at Microsoft.

What could go wrong ? :-)
