Default secure logon

I upgraded from Win2K to Windows XP. In Win2K I had the
press "ctrl+alt+del to logon screen" disabled. However,
after the upgrade I cannot disable the press "ctrl+alt+del
to logon" screen in Window XP.

It seems to have carried over from Win2K correctly because
it shows as being disabled in the "users account" applet
but greyed out and when I log out or restart it always
asks me to press ctrl+alt+del. This has me puzzled and
after a lot of research I am no closer to solving it, can
someone tell me if this is because of the upgrade and do I
have to reinstall the Operating System from scratch?

Control panel- User Accounts - Advanced - Secure

Logon -
require users to press Alt Ctrl Delete.

Actually It doesn't, I cannot changed it in that applet
because as I mentioned it is greyed out. The option is
already set to the proper setting but it is not allowing
me to make changes because it is "inactive". I made the
changes in the registry but it looks like it is not being
considered during boot up.
