Default Open Tab not Window

Win XP
IE8

right-click on link in IE8 to open in a new tab and it opens a new IE8
window.

I just want a tab.

Where is the setting for this?

Check your setting in Tools - Internet Options - General - Tabs.

That does nothing for me.

Please be more specific.

Even with the setting to open a tab when a link is clicked, I get a new
