Can't double-click shortcuts!

Default Can't double-click shortcuts!

I can point to any icon and double-click the left mouse button and that item
will "open", unless that item is a "shortcut".

The "left button action" is set to "primary click", as it has been all
along. I've swapped out the mouse and the problem persists.

I've not changed any system settings, I do have current virus protection
updated automatically, and also automaticall download Windows updates.

I can't seem to find any control panel settings that are "shortcut"
specific....

Any thoughts?
