Default DNS not working with XP

Briefly:
I was reading a thread but unfortunatly could not even add to it with
that "wonderful" Google interface! :-)

I have been going nuts for a few days.... I can ping any address
manually entered. I can even telnet to port 80 of an IP address. I
reloaded the IP stack using netsh (thanks MS for making that a 2 day
project as I though removing the NIC drivers was reinstalling the
stack also)

No app will however resolve a domain name. A browser won't even work
with an IP address. I can ping the DNS servers and they are up
207.217.120.83 and 207.217.77.82. I am connected directly to a dsl
modem and have a static IP. When hooked to a cable modem I never get
my dhcp assigned address form it.

The same old BS that I had in windows95. A great BSD IP stack and
spaghetti code form MS that is unreliable and hell to troubleshoot.

Hope someone out there can help.
