Those lousy sons of bitches. They do not want to call it
"keyboard" because there is no keyboard on a smartphone or
tablet. Dammit. Instead, they call it "Typing". But I am
still looking for keyboard settings. Yes, I'm sure you can
get to Control Panel with a keystroke combination.

So Microsoft is asking for feedback from a jillion clueless
freaking smartphone users. Arg. Nice justification for
destroying the desktop. Nothing we can do about it, yet.

Search settings for "Keyboard"...

On-Screen Keyboard

Edit language and keyboard options

Ease of Access keyboard settings

Underline keyboard shortcuts and other keyboard settings

Typing Settings

NOPE, NOT THERE!!!

ARG.

You can also add Control Panel as a desktop icon if you wish by going
into settingsthemesdesktop icons and click on the blank box next to
Control Panel and it will appear on your desktop

Same here. (And then I rightclicked to create a shortcut on Desktop.)

I think right click on the start menu button and you see a menu with
control panel on it.

Run "winver" and you'll understand why.

You're not running the same version as everyone else.

https://support.microsoft.com/en-ca/help/4000825

Version 1703 Build 15063.483 --- No Control Panel
Version 1607 Build 14393.1532 --- You have a CloverTrail CPU and are here.
Version 1511 Build 10586.1007 --- My laptop runs this one...
Version Initial Build 10240.17488

The "winver" command should print the number
shown in the right hand column.

There is probably a reason you're "blocked" on
Version, and are at least one Version back. I've
stopped updates on purpose, on my laptop. The laptop
GPU is no longer supported.

I set up W10 to look like W7 so left click the Start button works for
me.

Curious: did you use Start10, Classic Shell, something similar or simply
changed some settings in W10?

I did not the realize Cortina would find the Control Panel.

I went at it the hard way and found the file

C:\Windows\System32\control.exe (This is the tradition Control Panel)

Created a short cut and pinned that to the start menu.

Guess: In future updates this may be the only way to access the Control
panel.

Here, Control Panel is also in File Explorer's 'folders' pane. To have
it appear there, right-click on the 'folders' pane and ensure that
"Show all folders" is check-marked in the right-click menu.

TNX. Works for me

No sure if I created this myself (reading other replies), but I have
found a link to 'Control Panel' in the 'Start Menu' Folder 'Windows
System' (right at the bottom Under 'W'.

Right. And if you go to the original shortcut (in
~\AppData\Roaming\Microsoft\Windows\Start Menu\Programs) you can set your
own hotkey, because Windows Creators has killed the keyboard shortcut on
the WIN+X menu.

I use CTRL+SHIFT+P. Set it in the shortcut's properties and you're
golden.
