"New Programs Installed"

We are building hundreds of machines using the same disk image which has been
syspreped. All of the machines have identical hardware. On some machines
after going through the mini-setup we get the message "New Programs
Installed" and the Windows will not activate? Changing hard drive/RAM has no
effect.
